This office makes state law, watches a named ministry, and fights in the state budget for this constituency's share of the programme below. It does not execute projects. The Governor and the councils do.
Nine pillars. Thirty-six commitments. Every one of them carries a name, a place, a date, the machinery that delivers it and the published record where you can check whether it happened.
Why this manifesto is written this way
Most manifestos are written to survive a party review rather than a citizen's scrutiny. They fill pages with promises nobody can falsify, which readers correctly treat as worth nothing.
Every commitment in this document had to pass a written test before it could be printed. What is it. Why is it needed. Who benefits and who delivers it. Where does it happen, by name. When does it begin and when will an ordinary family feel it. How is it funded, executed and verified. Anything that could not answer all seven went back to be redesigned rather than published with a caveat attached.
The result is a document that can be used against the people who wrote it. That is the intention. A promise you cannot check is not a promise, it is an advertisement.
What this office can and cannot do
An Assembly member makes state law, holds state ministries to account, fights in the state budget for this constituency's share, and stays present in the wards. The Assembly member does not execute projects. The Governor and the councils do.

The problem
A skilled young person in Ipokia or Odogbolu has two choices today. Stay and work from a dark shed with no power and no customers, or travel to Lagos and become somebody else's statistic. The skill was never the problem. The place was.
The programme
A Primary Trade Zone in every one of the twenty local governments. Each zone is a serviced estate with steady power, water, internet, waste collection, security and affordable work-bays that a tailor, a welder, a furniture maker or a software developer can rent by the month. Around it sit the things that make a small business survive its first year: a registration desk, a shared machine hall, a buyer who visits, and a road that carries a delivery van.

The problem
You know the pothole on your street better than your own neighbours do. What you have never had is anybody able to tell you when it will be fixed. That silence is the real complaint, more than the road itself.
The programme
Every road in Ogun State ranked in public by condition and use, published as the Roads Priority List, with the quarter each one is scheduled for. A maintenance depot in every local government with a phone number painted where residents can see it, so a crack is repaired in the week it appears rather than in the year the road fails. Every new road carries drainage, lighting, walkways, markings and a bus stop as standard, because a road without them is half a road.

The problem
A child can spend six years in a Nigerian secondary school, pass, and leave with nothing they can earn from on Monday morning. Meanwhile the parents have been paying charges on a school that was announced as free.
The programme
Schools upgraded on a published tranche list, so every parent knows the year their own school is due rather than hoping. Illegal charges ended by order, with parents rather than officials asked each term whether they have actually stopped. Specialised schools of technology, fashion and building, so a young person can leave with a certificate in one hand and a trade in the other.

The problem
Two things fail at once. Nobody knows who to call, and when somebody does come, they cannot find the house. A farming family in Yewa North sleeps badly for reasons that have nothing to do with courage.
The programme
A Safe Neighbourhood Corps of vetted, trained, paid residents working lawfully alongside the police in the wards they live in. Every building in the state numbered and recorded, so an ambulance or a patrol can be dispatched to an address rather than to a description of a landmark. Three district control rooms with published response times, so the promise can be measured rather than repeated.

One levy. One receipt. Nothing more.
The problem
A trader in Sagamu can be approached four times before noon by four different people collecting money, and hold no receipt for any of it. She cannot say what any of that money built, and neither can anybody else.
The programme
One government levy per trader, one printed receipt, and the rates painted on the market wall in Yoruba and English where everybody can read them. Anybody collecting outside that published list becomes the government's problem rather than the trader's, with a number to call. Capital delivered through the associations traders already belong to and already trust, with the names of beneficiaries published so it cannot become a matter of who knows whom.

The problem
Three separate failures that people experience as one. Water bought by the jerrican every morning. Refuse with nowhere to go, so it goes into the gutter. And then, every October, the gutter comes back into the parlour.
The programme
The Water Corporation revived station by station on a published schedule, with solar boreholes and a trained local caretaker where pipes will never reach. Doorstep waste collection franchised to licensed youth cooperatives working a published street timetable. A statutory Flood and Erosion Trust Fund that cannot be diverted, paying for dredging, embankments, covered drainage and forty-eight hours of warning before the water arrives.

The problem
A farmer in Odogbolu can do everything right and still lose the harvest, because there is nowhere to store it, no road to move it and nobody waiting to buy it. Hard work is not the missing ingredient.
The programme
A modernised farm settlement in every local government: land with papers, machines hired by the hour rather than bought outright, cold storage, a processing centre and a buyer on site. Land documentation for the families already farming, completed before anything is allocated to anybody new, because a farmer without papers cannot borrow and cannot plan.

The problem
People hear billions announced and see nothing on their street. Meanwhile the local government closest to them cannot repair a culvert, because the money never arrives intact.
The programme
Full local government autonomy declared on day one, with allocations published every month so anybody can see what their council received. A Project Transparency Office publishing every contract, its cost, its contractor and its progress. A Freedom of Information law that makes answering a citizen a legal duty rather than a favour granted by whoever happens to be on duty.

The problem
A child falls sick at two in the morning in Ogun Waterside. The ward centre is locked, the road is bad and the water sits between the family and any help at all. Money then decides what should have been decided by need.
The programme
Every ward health centre staffed, stocked, powered and open at night, because a clinic that is closed is not a clinic. Free care written into law for pregnant women, children under five, the elderly, people living with disability and the verified poor. Boat ambulances where water divides communities. Rent-to-own housing, so the money a family already pays every month builds towards a key of their own rather than towards somebody else's asset.
